That figure is counted, not guessed. It's the coverage you should expect on any register, done honestly.
So the national schools list holds 1,584 named people, not 3,272. 714 of those have a published email address; the rest come with a direct phone number and a name to ask for, often the more useful field if your team sells by phone.
